Synopsis:
Cliff tries to gather Democrats behind a stem cell research bill vote that the Speaker of the House wants to sneak in while Democratic Presidential candidates are out of Washington campaigning. Santos helps Cliff by agreeing to secretly return along with other "yea" votes. Toby is confronted by children involved with the Future Leaders in Democracy seeking a discussion on lowering the voting age in America. A man from Fish and Wildlife comes to Kate with news that American hunters are being held hostage in Canada and she must defuse the situation before invasion becomes an option.
