Bart fakes his own kidnapping to escape punishment after being caught sneaking out of the house to go to a rap show. When the "kidnapper" is caught, Milhouse's dad goes to jail and becomes popular with the ladies and Wiggim is promoted to police chief. Lisa and Skinner try to expose the lie.
