Synopsis:
Marge tries to make Springfield's image more upscale, but when the concert hall falls to misuse, Mr. Burns steps in and turns it into a prison. When Wiggum decides to enforce archaic laws, Homer ends up in jail for kicking a can and becomes a snitch, further endangering his life. Lisa learns that the Simpson's cat has another family.
