Synopsis:
Tom returns to work at the Department of Homeland Security with desk duty, but Diana cuts through the red tape and repartners with him. She also formally adopts Maia. Richard, Lily, and the baby are now living in harsh conditions far from Jrodan, who has closed Arcadia estates and opened The 4400 Centers so that people can "discover the 4400 in themselves." Collier publishes his book. He also becomes Shawn's guardian and has him heal one of the Center's most important benefactors.
