Harm and Mac must represent an American ensign accused of raping a young woman in Japan. While representing the ensign in Tokyo, the differences in legal procedure between America and Japan cause some conflict between Harm and Japan's D.A. and offer the possibility of souring U.S-Japan relations altogether.
