When the Kids Next Door escape from Fizz's clutches, they find that Fizz is bottling children. "Operation: C.A.T.S." "C.A.T.S." stands for "Crazy Aged Tyrant Stinks." When Numbuh 4 beheads Numbuh 3's doll Mr. Huggiekins, Numbuh 3 forces to impersonate the doll. But Numbuh 4 accidentally steps on a catapult and ends up in a cat lady's house. It's up to the rest of the Kids Next Door to rescue him.
