The network owner convinces the kids to be stars of their own show so he can use their satellite web to change all of the people in the world into babies. "Operation C.A.M.P." "C.A.M.P." stands for "Children Are Miserable Parents." Numbuh 3 and Numbuh 2 find a baby skunk while scouting out a summer camp and proceed to try being its parents. Numbuh 1 is convinced that the camp counselor is brainwashing the camp kids and only the baby skunk can save them.
