One man's struggle against a fictionalized Romanian dictator who, along with his officials, has furthered a regime based on a particular reign of terror; that is, in the hopes of diffusing any spirit of rebellion, citizens are no longer sent to prison for disobeying authorities -- instead they are spied upon and thus, live with the obsessive fear of being caught.
