A mysterious stranger arrives in a small town and soon begins antagonising the local crime boss Camaro. It turns out that the stranger is an undercover intelligence agent investigating Camaro's possible link to an assassination of a presidential candidate. Rival crime boss Manco also has a secret identity: he is the brother of the murdered politican, and so he teams up with the agent to defeat Camaro.
