Mayor Li Gaocheng returns to the city of Haizhou, after a year away, to discover that political corruption has led to mass layoffs and industrial bankruptcy. Joining forces with local official Yang Cheng, Li strives to root out the complex network of bribery and high-level greed which led to this economic crisis.
