When the hapless Principal Moss catches a group of senior students vandalizing his house, he orders them to write a letter to the President of the United States suggesting ways to improve the educational system. The Commander in Chief responds by inviting the misfits to Washington. The bus departs with an aging ex-hippie at the wheel, Miss Tracy Milford, the new teacher, and the seniors, who as a group represent a unique student body. Once they've arrived in the nation's capital, this pack of maniacal high school slackers unwittingly expose a plot to unseat the President.
