Set in the twisted underworld of Hollywood's organized crime scene, Michael Moore is a wannabe wiseguy with grandiose desires for power and wealth. Michael is part of a gambling collection crew, chaffing under the brutal control of neighborhood crime boss Leo Richards. When Michael masterminds a plan to double-cross his leader, the crew members are eager to follow him. But Michael underestimates the slick and seasoned Leo. The obsessional undercover cop Billy White, while infiltrating Leo's crime ring, encounters a major problem. He falls in love with Michael, which completely clouds and skews his professional judgment. As violent schisms emerge between Michael and his crew, Billy's desire for Michael deepens into an explosive conclusion.
