Yan foils an airport hijacking but has disobeyed orders, and instead of being thanked is sent by the Chinese goverment to the central European trouble spot of Lavernia. There, a corrupt government is doing little to combat all sorts of terrorists, including Japanese anarchist Mishima. Yan must escort Mishima back to Japan to face trial, and meanwhile reencounters old girlfriend Chen Pan.
